Angela Brown Burke’s development of advocacy and leadership abilities started during her time at Wolmer’s School for Girls in the 1970s. During her tenure at the institution, she was a proactive champion for student rights and engaged in various extracurricular activities, including the debating club, the Maths Club, and numerous other school organizations.
Her awareness of the significance of community service was cultivated during her formative years on Oxford Street in West Kingston, where she was an engaged member of the Girls’ Brigade and All Saints Anglican Church. Upon reaching the age of 16, she relocated to the coastal town of Yallahs in St. Thomas, where she collaborated with fellow residents to promote community involvement, ultimately resulting in her election as Secretary of the Yallahs Community Council.
Her political activities and public service are an outgrowth of her love for community service and her deep commitment to the important role citizens must play in community building. Brown Burke started her political journey by serving as a Corporate Area Councillor within the Kingston and Saint Andrew Corporation, where she engaged in local governance and community development initiatives. In 2006, her political acumen and dedication to public service were recognized when she was elected as a vice-president of the People’s National Party, a significant role that allowed her to influence party policies and contribute to the broader political landscape in Jamaica.
In January 2012, she transitioned from local to national politics when she was appointed as the Deputy President of the Senate of Jamaica, a position she assumed following the election of Portia Simpson Miller, who took office after the general elections held in December 2011.
Following the triumph of the People’s National Party (PNP) against the Jamaica Labour Party (JLP) in the electoral contest held in March 2012, she ascended to the position of mayor of Kingston.
In May 2013, Brown Burke expressed her discontent via Twitter regarding the programming choices of Television Jamaica’s All Angles and CVM TV’s Direct, which featured JLP leader Andrew Holness and opposition finance and planning spokesman Audley Shaw as guests, while notably excluding representatives from the PNP to ensure a balanced discussion. This action drew criticism, particularly for her use of the euphemistic phrase “What the F,” prompting her to issue an apology for her choice of words. Subsequently, she removed the tweet but maintained her stance on the opinions she had articulated, emphasizing her commitment to the issues at hand despite the backlash.
Since October 30, 2017, Dr. Angela Brown Burke has held the position of elected representative for the South West St Andrew constituency, a seat that became available following the departure of former Prime Minister of Jamaica, Mrs. Portia Simpson-Miller. In addition to her role as a Member of Parliament, Dr. Brown Burke is actively engaged in leadership within the opposition, currently serving as the Deputy Leader of Opposition Business in Parliament. Furthermore, she holds the significant responsibility of Shadow Minister for Education and Training, where she advocates for educational policies and initiatives that aim to enhance the quality of education in Jamaica.
She played a pivotal role in establishing Angela’s Care Kitchen, an initiative dedicated to delivering nutritious meals to elderly individuals. Additionally, she was actively involved in the creation of the Rockfort Development Council, contributing to community development efforts.
In 2015, Dr. Brown Burke earned her Doctorate in Adult Education from National-Louis University located in Chicago. Additionally, she possesses a Master of Business Administration degree from Baruch College, which is part of The City University of New York (CUNY), and she obtained her Bachelor’s degree in Foreign Languages from the University of Havana.
Brown Burke is married to Paul Burke, a former Region Three Chairman of the People’s National Party (PNP), who sought the position of PNP vice-president in 2004. In 1986, she moved to the United States, where she became a naturalized citizen in 1995, but returned to Jamaica just two years later. In January 2012, after being appointed to the Senate, she officially renounced her U.S. citizenship, receiving her Certificate of Loss of Nationality a month thereafter. She is the spouse of Mr. Paul Burke, who previously served as the General Secretary of the PNP, and is the mother of four sons.
Growing up in the vibrant community of downtown Kingston, Angela is a staunch advocate for education, viewing it as the most powerful means of achieving social mobility. She is dedicated to safeguarding and advancing the rights of impoverished and working-class families to access educational opportunities. Throughout her career, Angela has worked tirelessly to foster an inclusive governance model that allows all Jamaicans to engage in the decision-making processes that impact their lives. She champions the idea that every Jamaican’s contributions should be recognized based on their intrinsic value, irrespective of their political beliefs, social class, or gender. Angela firmly believes that effective governance is characterized by accountability, transparency, and inclusive participation in decision-making.
The shadow cabinet, also known as the shadow ministry, is an integral component of the Westminster system of governance. This assembly comprises a prominent group of opposition representatives who, led by the Leader of the Opposition, create an alternative cabinet that parallels the existing government cabinet. Each member of the shadow cabinet is assigned to oversee specific areas of responsibility that correspond to the ministries of the ruling party, commonly referred to as shadow portfolios. It is important to note that members of the shadow cabinet do not possess any executive authority. Their primary role is to critically evaluate the government’s policies and actions while proposing alternative strategies. The shadow cabinet constitutes the majority of the Official Opposition’s frontbench, which includes frontbenchers in the parliament, while smaller opposition parties in both Britain and Ireland maintain their own Frontbench Teams.
